Global Navigation Changes using Library Files?

I have a client who wants to add 6 new links to their current navigation. Their site has over 200 pages. We are going to open each page on the site, and insert the links into each page manually. What we want is to combat having to open and edit each page in the future. Is there a way to create a library file that will give us an option to globally make the changes in the future. The client doesn't want to utilize any PHP within the site. I have been told this can be done, but have not been able to find any instructions on the setup. Please advise...

Thank You.

I have two suggestions which may not be any good because I don't know how the site is set up.One idea might be to change the entire site to template based although it would be more work than you had planned it would make things a breeze in the future.The second idea would be to change the navigation to a JS or DHTM driven from an external file which could easly be updated by editing only the one file which would make changes site wide.

SHTML. Where you want to include the navigation panel, just create a tag that says:
HTML Code:
<!--#include virtual="path to file" -->
. It's exactly like PHP Include(), but it's not PHP. Just make sure after you do this, to rename you files .shtml, so that the server will parse the coding.
