I hope this is the right place for this. Moderators please move it to the correct forum if I am out of place. I need help badly dealing with a serious problem.
I own and manage myself two websites for my business's.

For the last 6 months I have had problems with one internet forum in particular that is telling major lies about me and my services, stealing copyrighted material from my sites, illegally using my trademarked images and trying to scare the tar out of many of my customers. I guess you could call this an internet stalker.
He even has a thread entitled AVOID!!! (my business name)********** that comes up right under my heading in a google search.
I have top rankings in google for nearly any keyword there is on my site and this is really getting out of hand.

This all started when I refused to do any more business with the owner of this particular forum. He sent me several emails basically trying to extort money and services from me or else (he said) he would ruin my business. I had the legal right and obligation to refuse services to him after finding out he is a felon and it was illegal for him to even own what it is I work on. There were several other good reasons but that was the big one.

The dilemma now is I have been to law enforcement (local and federal), lawyers and everyone else I can think of and there is a jurisdiction issue preventing me from doing anything about it. Even the FBI has their hands tied with that.
I don't know what to do so I am asking here for any ways to minimize the damage he is causing to my business, ways to stop him from linking to pictures and graphics on my site and a way to get rid of his thread of lies on the GOOGLE search.
The bad thing about the google thing that comes up right under me is all it shows is the title. Noone can see the thread unless they actually sign up and log in to the forum so the title is all they see. It's enough to scare off a lot of business and I'm about fed up.

Is there any code I can put in my sites to prevent any linking or viewing from one particular domain or IP address? I've searched all over and just can't find the answer. I need help badly!
I know most of you are thinking get a lawyer. I have one. That's not the problem. Money is. Prosecuting a case out of state will run me into bankruptcy. I have enough evidence to put him away for years if he only lived here. I just need to know ways to block his use of things on my site and if there is an internet fraud reporting place I can report him to that would be nice to know too.
Thanks

Have you filed a complaint with his ISP and hosting provider ? Most frown on that type of libel/slanderous/criminal activity.

Depending on your hosting solution, you SHOULD be able to block his IP from even getting to your server. We do it on ours frequently to stop hacker attempts that are stupid enough to use the same IP repeatedly.

Have you tried at least getting a restraining order placed against him ? It shouldn't be THAT expensive to do that much and you don't necessarily need to hire an out-of-state lawyer to do it.

All great suggestions. Thank you very much.

I have pursued a restraining order. We received a death threat from one of his white supremacist buddies and I called the FBI after that. Then a lawyer. Same old story. I have to hire an out of state lawyer.
The biggest problem is that the FBI considers this a minor deal. Low dollar value case I think is what they meant. The US attorney would not even consider prosecuting I was told. I'm about to retry that avenue since it continues to go on after 6 months.

I'm a little cautious about giving too much personal information about myself out of fear this nut will find it but I will say we are a small family business. We don't have a lot of money and we are trying to protect what we do have. One of my business's deals with repairing and building military hardware, the other is farming related.

Could you please walk me through, or give me some ideas on how to block these IP's? I have a long list of them to block if I only knew how. I would love to block anything linking from that forum if possible. Like text links and pictures he is using without my permission. With the high number of felons now on that forum I just don't need them seeing what I have. Due to the nature of my business I always am armed around here (mostly because I have military goods here that cannot and will not fall into criminal hands) but this has me scared enough to keep one in the chamber due to the threats. We have the support of the local police, in fact I do a lot of work for them too, but they can only do so much.

Anyway, Thanks for any advice you have dealing with this stalker.
