How do I put in a download for a site im building a site for a goverment site and they want to have a procer for people to download in pdf format please help

I generally just upload the PDF to the server and provide a link to it.

What gringo said: that's the easiest way to do it. However, this is one of the rare cases where I'll open a link in a new window, since software such as Adobe Acrobat Reader opens in the browser window by default. Most people get confused and don't use the Back button to get to the site again.
