Don't open links in new windows ! If all you're doing is trying to keep people on your site, you will annoy and frustrate them by opening new windows every time they click a link. In addition, browsers today are set to STOP new windows from opening.

BUt my site contain link exchange and i want to open them in new window.

By the way. Is it impotant for SEO have links with target on you website or without?

I'm not aware of the "target" attribute having any particular SEO influence.

In most forums (including this one) the links in signatures open in a new window.

When the window doesn't need to be a specific size, I use

<a href="URL" target="new">click here</a>

Leave your link's alone. If a user wants them to open in a new window, they'll know how to.
