Not within HTML code, but you could add 5-10 seconds of dead air to the start of the MP3 to accomplish the same effect...and you won't need any additional scripting.
I'm assuming you have SoundForge or some other sound creation software, since you're embedding an MP3 and thus would imply that you have some sound creation software.
