I have about 40 link partners, but my PR is still 0 , how come?

See this, you need at least PR 7/8 to be able to sell text links for money.
That's not true at all. Number one, you shouldn't be buying/selling links based on PR value alsone. Number two, when you're buying a link(s) look at the theme of the site and try and weigh the potential traffic benefits. Buying a link based strictly on PR is a risky move. PR comes and PR goes, that's a fact.

how? is it by your partners not linking to you anymore?
Yes, or by their link partners not linking to them anymore...which would cause their PR to fall, which could cause your PR to fall.

Thank you! This is good information - I have been looking for people to buy some text links on my ebook web site (pr fluctuates between 5 & 6) ... and was wondering where to go.
By the way, I would like to share another idea. I started making web sites since 2002 and found it so interesting that as I learnt, I built more. It wasn't too expensive to host them all and up till now, I have 6 of them (one with PR 5-6, one with PR 5, and three with PR 4 and a new one -- only 3 weeks old.) I realized that having your own sites means that you can provide links to the "new baby" from every of your home page - and it gets "promoted" faster, besides getting more traffic as well. Mine happened that way.

That doesn't even get into the issue of Link Farms, getting banned or other similar issues.
PR can fall due to the "sending" site changing content, being "mirrored", etc. Building quality, extensive content and working your "buns off" obtaining quality Inbound Links is the best insurance of maintaining/increasing your SERPs and PR. IMHO.
Just mouseover the green bar and it will tell you your PR.
