What other ways have you done in promoting your forum? Getting traffic to it is easier than getting them to register and stay active. Marketing a site or forum should start with your content IMO. Here are some other ways you may want to consider:
1. Great content - be it information, service, products... providing relevance and usefulness gives you higher chances of making a visitor into a customer
2. Forum and blog posting on relevant niche - you participate constructively and learn new things while promoting your site via signature.
3. Pay-Per-Click - done properly, best at getting target traffic faster on a direct marketing approach to your potential clients.
4. Targeted Link backs - another premium way of getting the right traffic.
5. Article marketing - useful and relevant articles to your niche is a nice way of link baiting.
6. SEO - through link building - this will get you more traffic in the long run

It is just a lot of work. If you have not started yet start your own newsletter. Never too late. I have over 48,000 members in my The Free Ad Forum and I kicked it off with sending out a blast to all my newsletter members. This got me an initial 2000 members. You can swap ezine ads with similar ezines once you have built up your own. I usee ppc and I break even. I figure each new subscriber is worth one dollar to me and it is about what I pay. Exhcanging links is good. Check out the Arelis software to manage this. When you propose a link exchange, make it a fantastic deal for the person you are contacting. Think what they want not what you want.

I think a thousand or two might do it. First you need to get some a lot of posts in your forum. If you can't do that yourself, then you can hire some forum posters. Also, you want to be active in your forums, so when the first few members join they have someone to talk to. Then, throw a thousand dollars into advertising and you'll be started soon enough.
