I am a Watkins Associate, and I have a Watkins online store. What I would like to do is give my customers a 10 dollar Watkins gift certificate for orders over 50 dollars if they order through my Watkins online store.

I am very limited as to what I can change on this store front.

What I can do is:

a. Change the Web Site Title
b. put a story on the bottom of the main page.

the URL is http://www.watkinsonline.com/douglas.adams/

Your advice as to how to do this would be sincerely appreciated

If you're relying on a 3rd party shopping cart system you should be able to do this is your admin section, otherwise the features is probably not available. I suggest contacting the shop developers to ask!
