I advertise my almost 3 week old forum Site Fanatic by my signatures at other forums, paid advertising at a few websites, link exchanges with a few selected sites, I just started offering free templates today and have a contest running.

I would like to know anything else I can do to make users want to register and stay active within the community as I really would like it to grow quite well.

I like your forum skin. That helps a site a lot. Personally I think there are already a lot of sites with that same target audience though. I will still join up though since I like new forums.
