Well I want to develop forum as such in my future website..
what I like to know is...

1. Do I need a database server?
2. Does viewers in forums increase my page Rank.
3. How do i control spams and other intrusions inside...

1. Yes, most forums use a mysql database and also need php.
2. I don't know a whole lot about page rank but I want to say the number of links to your site you have on other sites is a big factor.
3. You'll have administrative powers to delete posts and ban users if you need to.

Most forum software runs off of mysqldb. For instance, here's one approach.
1) Buy a server from Serviza. Preinstalled with LifeType, Blojsom, and other Forum SW. Preinstalled with MySQL and other database software.
2) Sign up for DSL with a fixed IP from the local telco or ISP. Will want to choose the 512k upload or other higher UPLOAD speed. Note the cable company has really bad latency so that will make things look slow to visitors. Be sure to get the fixed IP (static IP). Could do ddclient and dyndns but that only saves at most $15/month. Fixed IP is included with the 6Mb/512k packages.
3) Setup your forum. Well, this is actually the easy part. With a Serviza computer it is all pre-installed so you just go into Lifetype and start editing your forum.
4) Direct the domain name to your static IP. Do this with the "DNS services" setup in a Domain name registrar like mydomain. They provide the DNS servers and you simply enter your dmain and the IP it should go to. They charge about $8.50/yr for a domain name and this DNS is included.
This method gives you maximum flexibility. You can load up the 1 TB (2 500GB disks) with photos, and everything else in your universe. You can code in your own special things in the web pages. And you are not stuck with ads all over your forum. Another method would be to sign up for a forum website on the web but then you drive clicks to them and they earn the ad revenue rather than YOU.
B) Spam. LifeType has a very basic support for keyword replacement and also has several plugins for spam, spam addresses, and such. In general people require a sign up as a way to deter spam. Or else you have to review the articles yourself. I'm not expert on the spam control in blogs and forums but can tell you the first visitors you get sill probably be spambots. At this time no governing body is policing these internet terrorists. Sorta like the old speeding versus robbery problem - there's no profit in catching spammers. As a community we'll have to address this problem or else the Internet will become much less free.

If you go for a forum I'd recommend vBulletin. Depending on your traffic estimation you should go for a dedicated server.
