I would find related blogs, forums, etc.. and post on those sites (within topics). Yahoo email lists are great for this.
Make a simple signature for your forum posts.
Ask people to review your site in the forums and email lists.
Comment on blogs

Find coupons for Search engine advertising and use them (like MSN who gives out $200 in credit frequiently).
Respond to questions, comments, etc, on your site and often. This will bring them back.
Use Sitemaps and submit often.
I also start out with launching a partial site with no more than half the content I intend to have on it. I add something new everyday and ping all the search engines of content changes. This gets them coming back often and speeds up the indexing.
I put google adsense on the site (only temporarily if I am not going to use it) to get Google bot to do a quicker index.
If using blog software for the site, I remove common blog terms on the site like trackback, pingback, comments, etc..
This will help your index also since it may keep you out of googles blog index if google thinks your a website updating frequently and not a blog updating frequiently.
Make a bunch of usernames for the social sites and add new pages and content frequently.
I would say wikipedia, but they have added nofollows to all their links. before that, it was like gold getting linked from there.
