Building a Topsite...

So I am currently working on a new project: a Topsite.

see: http://www.hotproxies.info for example.

I have a few questions:

1. Do any of you own or have experience owning/running a topsite?

2. Anyone have any idea of the potential for income from sites like these if they get big?

3. Some of the bigger topsites ive seen seem to have pageranks of 0. Is my pagerank checker bugged(due to TLDs like .info or .tv) or do topsites for some reason get flagged and always have 0 pagerank? Obviously there would be quite a few sites linking to the topsites.

4. How would one go about promoting a topsite to webmasters when the site is brand new with few links, and low PR?

1. I have a relatively small topsite for a very specific niche. Not going to well, but then again, I don't pay any attention to it. It's mostly there to drive traffic to my main domain and get inbound links from other sites.

2. No clue. I didn't put ads on mine.

3. Google exports its PR once every quarter so new sites have a PR of 0. Another reason why is because the links are all reciprocal.

4. Email webmasters in your niche and tell them that you are having tremendous success with your topsite, and that it is not only good for them short term to sign up, but it will also bring visitors in the long term. Mention that you are personally inviting them because you think that their site suits your topsite's "high standards" (it would be usefull to have a very professional template).

So, for number 3...google doesnt count links that are reciprocal at all? Or does it just give them less significance in the PR? I cant imagine it would throw them out, as alot of webmasters exchange links.

I think I will start by asking as many webmasters i can find here who fit my niche.

Link exchanges count for PR, they just may be devalued for rankings.
