Is it cost effective to use Adwords to promote a content site? It seems people who use Adwords use it for promoting businesses that sell products, instead of serving free content.

In my opinion, Adwords, Overture, Miva, etc. are most beneficial in a commodity oriented profit driven business and not for branding (SEO is the best bet yet).
Furthermore, the ROI in your anticipated PPC would depend on the keywords you would select and their bid (CPC).
First you need exposure then you need to monetize, adwords costs way too much to monetize, you need pop undertraffic like in my sig, it helped several of my sites.
