My dad owns a locally based business and he is looking to start advertising online. We would like to target people in a certain geographical area, is Adwords or any other companies offering this?

Any idea which companies are offering the best bang for the buck for contracting related services?

AdWords is probably your best bet since they have so many publishers you can easily target it down to a specific location and still have a lot of conversions.
