I have no clue, last time they turned off email verification, I beleive, it was the time where 2 captchas had to be entered to upload certain profile data. Of course I still only enter 1:sleep1:

my theory is that, much like the rest of their systems, it's riddled with errors and they keep having to take it offline to fix it.

no clue what you are talking about.
image verification where? during account creation or sending comments/profiles/etc?
we are talking about that new accounts no longer have to email confirm their account.
