Tap into some bid directories - there are tons out there now and with some searching you can find PR 5+6 links for anywhere from $1 to $10. Here are some bid directories on phplb and you can literally browse these directories and find 100's of others.

On phplb directory I have about 60+ directories currently with PR, backlinks, indexed pages, .edu's and .gov's listed for each URL:
