I'm surprised only one person mentioned free links (non reciprocal) on Web Directories. Not quite sure if the paid links make any difference relative to the free ones. I hired a couple of guys to submit my site to 700 web directories for $100... with screenshots of every submission put in a DOC document so I know I'm not being screwed.
If you're not willing to spend this money, then do a search on the engines for "Free Web Directory"... honestly, I think for a start it does not matter whether those links are in directories related to your niche/topic. The point is to get as many back links as possible first. Then find related topics.
Another trick is to use Google's blog search (or any other blog search engines out there), and search for blogs that are related to your topic. Then post a (useful) comment or two on those blogs with a link back to your site. Again, if you're not wiling to do this manually you can easily pay someone to do it.
The problem with outsourcing this submission is you'll never know whether your guy is simply blasting your URL off to some link spammer, or really submitting those links. Once again, I hate to share my contacts to good people but let me know if you need help for this.
