It's really up to you when to add them. On the positive side you're monetizing right away and have a chance to earn. On the negative side the ads could turn people away.
I think you're better off waiting to build an audience before getting too aggressive with advertising. In the beginning you're not likely to have much of an audience so even if people do click through on the ads you're not going to make much. You won't be able to sell direct advertising until you can prove you have some traffic.
If you stay away from the ads at first and focus on creating interesting, entertaining, valuable content you'll be better able to attract visitors and then in time you can run ads.
Now having said all that it might be a little different with a forum. I think most people are accustomed to seeing some ads on forums and it probably won't turn people away as it would on a blog or static site. You might still want to be less aggressive in how many adds you use at first.
If you're goal is to sell advertising directly you absolutely need to have an active forum first. No one will pay to advertise on an empty forum.
