Link Building does not enhance page rank of a website it generate more classified visitors for it. But condition is that link should be specific to that domain for example if a website related to finance domain you can exchange link to that website who is selling shoes. That why link should be theme based otherwise it will be harmful for your site.

I do not really feel it is that harmful, you are getting backlinks from every single person that uses that theme and it is on all their pages that they produce.

It can work out quite effective and some websites see a vast increase in the number of backlinks to their website!

I think theme link building works amazingly good, but like mentioned above to sites with similiar content, but if the site is off-content but ranks very high like PR6 or better it WILL boost you up in ranks dramatically.

It needs to be theme related because the more the keywords match between the linked and linking site the more weighting it will give to the value in terms of relation.
The more related the better value for your site.
