One way is to have a blog about tips for web marketing and SEO, then ask how to get links to it. If you're providing this type of advice, your blog should really have several posts explaining the answers to that question in a lot of detail.
A better way is to write unique, quality content. When you write about site maps, adding social media icons to your blog posts, verifying with Google Webmaster Tools, and so on, these aren't exactly unique tips. Writing about things that a million other people have already written about, well, that really doesn't give anybody any reason to read your blog instead of, say, Google's.
