Buying traffic for an affiliate program doesn't even make sense. Paid traffic is unlikely to convert. The whole point of an affiliate site is conversion.
Paid traffic will just cost double, once for the traffic, again for the wasted bandwidth.
To the original topic, it depends on what it is....
If its a money making scheme (get rich quick) then chances are unlikely. If it's something like Amazon, then if you create a good site, with useful content, in the targeted language, you could do well.
