The Google Page Rank of this website is PR4 and if you take a look at the comments inside their blog posts you'll see that the commenter website's is always on link rel="external nofollow" attribution so it's definitely not a DO FOLLOW blog. When somebody leaves a comment on my blog, if they sign with a quality blog of their own, I try to write a brief note and give them a "real" link - but only if it's interesting. I thought about going "do follow" but never will, given the amount of spam it would create.
I kind of do the opposite. I have mine do follow, but if the comment is a spammy one I will take out their link.
