why on earth would you do that?
Pop up are the most annoying things ever, usually blocked and no one reads them or take them seriously.

Yup complete waste of time nowadays, there were 1000s of these sites at one point, but now no one uses these anymore there are hardly any of these sites left !

Your client is really dedicated. I don't know many companies that would commit suicide (by driving away all potential customers) just to prove Darwin right?

Actually, pop-ups are not usually blocked if they are a product of a click, so it is still perfectly possible to use this medium. Which means you can click anywhere in the window and have it come up. However, I totally agree about how annoying they are.
