Your answer has as many answers as types of websites out there. If your site is a gaming site, the approach would be totally difference than if it were a business resources site or a blog.

What kind of site are you trying to attract visitors to, J-G?

I have a website where you can find maps and flags from countries. So I want to attract visitors that are interested that kind of things.

Try to SEO as much as possible and exchange links. Also, put a link to your site, in your signature at forums like this one.

You have to determine who you want to visit your site. Once you have determined your target audience, you can sit down and figure out where they are online, what they do, and develop a marketing plan. You would examine the free stuff and the paid stuff and then figure out how you will execute your plan.

I'm assuming that you do not want random non-targetted traffic to your site.

Go Local. Online web design services is too much fragmented.
Advertise your services in local newspapers. Google Adwords with geo-targeting is a nice option.

It works for me.

Well I had a discussion with a guy who is getting a few thousand unique visitors a day and his answer was simple - content.

I'm about to embark on 2 weeks of solid content creation for all of my sites - tutorials, directories, newsfeeds etc. the more the better I think.

Some of the most used methods of getting visitors to your site is through the major search engines, link exchanging with other sites, adding your link to your signatures, adding your site to web directories, writting articles about your sites topic and including a link to your site within it, etc.
