what are the first SEO steps i should be taking for my new site/forum?

Optimize your code and content before you actually make it, doing all this stuff when you have a ton of content can be time consuming.

Then i would submit to a few directories and let the search engines know your there

for the keyword suggestion you can try wordtracker, SEObook keyword tool or the Google Adwords keyword tool - enter the keywords you think your target market would use, those tools give you more keyword suggestions

In the last few months, I also use Google Insights to research the keywords. This is really good tool for you to make keywords decision.
