Is it valuable to have a high alexa rank?

If so, why does it seem that it can be manipulated by some?

Additionally, there is a site I found UpMyRank(dot).... which actually promises to drive up your alexa rank if you install the Alexa toolbar and their little app that cycles websites in front of users. Can this be considered real traffic?

Does Google have a problem with this?
