7-10 minutes is obviously WAY too much, and I would assume (and hope) that's a typo.

7-10 seconds is find and really should't hurt your rankings. Once you get over 15 seconds I think you start to have issues.

I understand that it is frustrating to try to submit your site's info to the directories and search engines to find that more and more of them want a link back or your money, however it is still possible to do so. However you should be aware that you should first optimize your website. Second, there are different ways to submit your sites for free. You can (between quotations) write something like "add free link", "add free url", "add site free" etc.

It should be understood that you need to use the above information in places like Google, Bing, etc. The bigger the search engine, the better. However, free doesn't always mean completely "free", sometimes it means a link back... and sometimes you learn that after adding all your site's info.

You can find sites theat will accept your link free by using "add url free", add link free", etc. in Google or other search engines. Third, you can write optimized articles, optimized press releases, post to the forums, post free advertisements in sites that accepts them, etc.
