To those saying its still effective, how many do you submit to, how long does it take you, and what SERP's boost have you seen from it? I suspect I know that answer but I want someone to prove me wrong.
I'm also doubting about directory submission. And I'm currently submitting 10 directories per day. Since I'm more on focusing in social networks and forum posting.

I believe directory submission has still some weightage........but you should choose only high PR and quality directories....paid and reciprocal inclusion do not always give better results......investing money in the paid directories which include all the links that pay to them regardless to the quality of the content is useless...as google give importance to only those directories that gives quality data not the quantity....reciprocal links to high PR and related content sites can work at times...so be very careful while investing time and money in directory submissions...
i think directory listing is still a required task, as it seems to be one of the many pieces of seo. you should do it, its a place that informs others of your site, and helps in search results. Not sure there is one magic trick, but many small ones.
I also believed that directory submission helps you to gain your quality link. Especially to the directories who doesn't wait for approval. I mean they already give you a live links when submitting your site.

ANY directory that automatically accepts the submissions ISN'T going to be "quality"

Over the years the value of links from directories have said to be gone down but that doesn't mean you should neglect it. Keep it part of your link building campaign but don't spend a lot of time on directory submissions alone.
