The best method depends on what I'm trying to achieve. There is no magic bullet.

You have to do the work of analyzing your business, your customers, and potential customers to discover the best way to market to them.

Pay for ads is probably the most effective, but not everyone can do that.
I think just working on submitting your articles to social bookmarking sites, posting on forums and creating content.

I think Social media because it is really most visited websites like facebook, so many online business posted their ads on facebook to get massive traffic.

I think Facebook+YouTube are the best advertising methods these days. Of course, the more, the better, but the best in my opinion are those two websites.

In my opinion, there is nothing that you can say THE BEST. It is very situational. Depends on what level of SEO you want to implement and your budget. You really have to analyse your situation and then decide what suits your needs in a value for time and money way.
