Well since targeted traffic would need to be targeted to your site it would really depend on what your site is about wouldn't it?
Now call me crazy for even suggesting this, but maybe, just maybe, you can get targeted traffic by:
1. Building a site people actually want to visit and visit again
2. Find other places online and offline where the people have shown they are interested in similar things that your site is about and find some way to let those people know your site exists.
Where those places are and how to let other people know about your site will depend a lot on the topic of your site.
