Yesterday the email from Google webmaster site......
was pretty clear that reciprocal (back and forth) links have little value and that the G discourages people from buying links...(don't know how they would know if you paid)
Posting on social sites, forums, blog comments, etc from relevant sites have the best results....

They don't know if you paid for the links unless you have placed it in your site under title paid links, sponsored sites otr something like that. And yes, reciprocal gives less value than one way links.
