Look, I get what you are trying to do here, but using this list like this would be a waste of time. This list is mostly made up of spam blogs, blogs that have all links as no-follow, redundant websites and forums. Also, Google has said they will come down hard on websites using comment spam, so just randomly trying to comment on a few blogs is going to be counter productive.
Aside from spam, I would also question what you think you are going to get from blog commenting that other methods won't get you.
Just to pick a few random so called blogs from the list;
http://groups.drupal.org/ - whilst it has some do follow links, you don't just get that by posting a comment.
http://blog.brazencareerist.com - no-follow
http://joseph.randomnetworks.com/ - a two year old blog that was nofollow anyway
http://konigi.com - no comments allowed, most links are nofollow.
