You can increase traffic of new website by submitting ads to classifieds, press release, articles in article submission sites, participating in forums, blog posting, social bookmarking as well.

social media promotion at various social site like facebook, twitter, likedin etc.

The more good quality content, the more visitors you will have.
Also do all the listed above: blog and forum comenting, article submisions.
Do on page SEO.

But it doesent matter how many backlinks you got... if you dont have good content, it all in vain.
