It's called a "ListServer" examples are Mailman or PhPList.
Some mailservers have one built in. MailEnable for example

If you are putting the newsletter subscription on your website, like a popup or banner or anything, you can try those coded to follow commands from HTTP or FTP. There are programs coded to get email addresses on remote servers to add to your opt in mailing list and automatically sends newsletter.
There are softwares you can search on Google like sendblaster,
