User Generated content is also FREE content, and very much unique in and of itself, both of which are essential for the site in SEO perspective. But since just like the problem any other user-driven site(like forums) experiences, it all begins with finding and connecting to your audience, making them want to come to your site and add contents of their own.
From my experience, there are different methods to go about this, one of which is paying your members to do so. In the long run, I don't think that's a good thing for your site's reputation. But unless you're good at marketing(viral), then you definitely would need help finding those members to contribute.
