You can use software like that (and there are many similar programs that do the same thing) to spam out 4000 or 4,000,000 backlinks and it won't matter because it takes a tremendous amount of experience and expertise to utilize QUALITY backlinks that will actually drive visitors to your site.

You can not just buy the program and press the send out button for X amount of backlinks and expect anything to happen, you're wasting your time. You have to go to a professional who specializes in that, and pay for X amount of backlinks depending on your niche.

No, most of that software creates generic comments on unmoderated blogs, or creates profiles on forums or such like.

I created a music forum last year but I was busy with other things and didn't really have time to do anything with it. 3 months later I went back and there were 1,200 pages of junk - all autoposted by bots, all rubbish such as diet pills etc.

I was getting over 300 "sign-ups" a day! But with so much junk, no real user would go near the site, and Google would soon spot the huge number of junk outbound links and know not to give them any value.

Better to create a dozen quality links by hand than 100,000 junk ones automatically.

Never use software to build links if you want good results because automated links can't compete with natural links in manner of quality. So always built links manually.

The chattering, clueless masses strike again.

The answer to the question asked is yes it will.

The IMPLIED QUESTION of will the links "count" for search engines is ....

Absolutely no idea, only the search engine engineers can tell you that. However if you assume they will not count you'll never be disappointed.

You cannot spam backlinks or create them too quickly for fear of search engines blacklisting you. There have been instances of companies posting backlinks on websites that are not even slightly relevant to their own business, causing them to be blacklisted.

And these examples are???

Because search engine reps always say who links to you won't hurt, they may not help but they won't cause problems.
Simply because you as a website owner are NOT always in control of who actually links so your pages.

Paid software can be useful if you use it correctly. Just dont use it to spam the shiz out of your sites. Use it to create quality links or to scrape places where you can leave manual contextual links.
