I started a new site to submit links too. There are a few rules like you can't sell anything on the site. But it doesn't require that you link back to it. I want the largest directory of peoples personal sites. A site that I can go to and find my friends sites years down the road. It is still under construction but it is open for people to submit sites. The only thing left is to move it to it's own server. Just check it out and submit your site.
