Well: you need to make the theme look unique and nice. You can download a free theme and go crazy with the image editor  Takes 2-3 hours to mod it and you'll just love it. So will your visitors since a well branded site will always win the respect of those seeing it.
You also need to start many topics. have a general chat section for people to introduce themselves and chat about hobbies and so on. Try to have open discussions ... most questions: do you like to go to the sea or to the mountains, do you like to hike?, tell us about your last destination, what was the worst place you've been and so on ...
Index it in some directories, index in Google, DMOZ, Yahoo, MSN and so on. Don't pay for them, I have submitted my site with the free options and it's doing well. Try to keep it updated and post in other forums with the link in the sig (here too).
