Is it necessary that if you want to come up on top on Google search engine or any search engines, you need to build a link as many as possible. Do reciprocal Submissions and also submit your site into various search engines or directories.
But I have seen few sites that come up on top of Google search. Like I search “"swimwear" women's” and I visited two sites and they have no directory link, resources link. How they come up on top without a link building.

In a word....YES.
Gain as many inbound links as possible with relevnt anchor text and you will see your keyword rise in Google's serps. Where these links come from is fairly irrelevant but the correct, whilst varied, anchor text is essential.
Some strong sites may have pages that rank well without any obvious external links because their internal linking works well for them.
