Affiliate programs do seem to do well with job sites - can be a pricey investment though.
There are though a lot of things that you competitors can be doing to bring traffic in - remember not all traffic originates at Google.
Sticking online for a moment they could be buying exposure on other, targeted sites or running promotions in conjunction with them. Unless the sites have a technical bent it is probably more likely that it is good old-fashioned offline marketing that is coming into play: press advertising, sponsorship deals, job fairs, schmoozing with HR departments of companies that are downsizing, radio etc etc. Afterall, whilst people browse jobsites a lot, plucking up the courage to jack in their jobs, most of us will grab a newspaper or trade magazine when we actually find ourselves without one.
