We created a forum in January for our Affiliate Program at http://www.dentalplanaffiliate.com . The best method to get the word out is to mention it to anyone and everyone who would be interested. Do you have a newsletter? Mention it there. Bring it up to all your business contacts and perhaps send a bulk email explaining the forum.

Sitepoint has a forum where you can ask for services -

Pretty common to ask people to sign up and post for a small monetary return. From there you would be surprised how many grow to like the forum and stick around.
