You can have all of the forum marketing in the world, but first be sure that you have some activity going on before the site sees the light of day/general public. Make sure you have some friends who are interested in the subject get the ball rolling with some posts. Not just short generic posts, but genuinely interesting discussions that can interest newcomers to take part. Otherwise people will just move onto the next more active site.
If you have activity, the most important thing I've found is to find those first half dozen loyal users. As long as they're there and chatting, it may take several months but more and people will slowly join in as it snowballs. Just don't expect it to happen over night... and try not to ride the highs or feel the lows too much. You'll have days where you think "this thing isn't going to work out".. and you'll have days where you'll think "dang, this thing is going to pull in $10,000 per month."
For promotion, try banner exchanges, massaging whatever alliances you have to get links, posting on forums (don't be too direct of course or you'll have the opposite effect) and Google Ads. As long as you have Google ads on your site to bring in a bit of revenue, you shouldn't be afraid to spend a couple hundred dollars to bring those initial people in.
