if you can get a good Page rank, you can get free traffic from search engines.

There are also services out there that you can pay to post on your forum. It will be easier to get more users if you have posts for people to reply to, and if there are people in the forum to stimulate discussion. Try Googling pay per post.

Try buying some targeted traffic in a category that relates to your website.
