Anyone heard of it?

You have a frame at the top and every 10 seconds, a new window loads. . . you give them a hit. For each hit you give you get one.

Is that how it works?
Do they work?
Should I even bother?

They will send you traffic, but generally the quality of traffic you get from these types of programs is really low.

Most of the members are their for the same reason you would be. To get more traffic, but not much is going to come from it.

Instead of taking the time to do this, I recommend building more pages for Google spider bait and "quality" traffic
