astrojith no one ever said it's illegal and Google doesn't ist going to list everything they have a problem with in their TOS. The thread you mention is over a year old and things can change very fast in the world of search engines. If you read through the thread most of the posters were taking a wait and see approach with Link Vault. I didn't see anything there that indicated it brought more traffic to a site.
You're more than welcome to try Link Vault if you want and if you do please let everyone here know how it works. Google though has been indicating they don't like this sort of thing. You want find what they say on their site. They're pretty quiet about how the algorithm works, but Matt Cutts of Google posted Indexing Timeline on his blog. It's specifically about how Goolge is now spidering sites and how web pages get included into the index. It seems pretty clear that Google doesn't care much for reciprocal links between sites that have little to do with each other.
Google wants to see web pages get links because it's a quality page with good information. Will they be able to tell every time a link is there solely to manipulate their algorithm? Doubtful, but they are getting better and better and figuring it out.
It's completely up to you whether or not to use the service and like I said above it will probably work a better with Yahoo and MSN.
