I think it can be a good way to market yourself to existing clients. It will at least remind them about the experience they had working with you which I assume was good and get them to think about you again. If giving away your services for a month to one client leads to paying gigs from other clients it would probably be worth it.
I'm not seeing where the seo part comes into play. It sounds like what you would be getting other than than reminder to your clients is some content for your site in the form of essentially testimonials, which can go a long way toward getting new clients to contact you. The content alone though wouldn't guarantee any seo benefit and it's doubtful your clients will know how to best write a page with seo in mind.
Are you thinking your clients will link to your site or their stories to generate links?
I actually think it's a good idea to promote yourself, not so much for seo benefit, but for the reminder to clients and a way to give back to them as well as for the testimonials they'd be giving.
A couple of things to keep in mind though. Not all clients will write a story even for the free webmastering. They'll probably all say they will, but don't count on it. You should get some, but be prepared for less than you might at first think. Also if you haven't already considered it absolutely limit that free month of webmastering to a certain number of hours. Otherwise the winner will probably expect you to be at their beck and call anytime they want for the month.
