I agree with you for the casual site (like mine

) but, for a business, I'm going to respectfully disagree with you Matt.
If the goal is to create a site in order to make money, then it is best to start with a
plan before investing a lot.
Creating a site will require an investment of time and money. It is a good idea to develop a plan before making an investment.
Would you open a restaurant or a store without first creating a business plan? Would you open a car dealership and wait till you have customers before worrying about how to make money?
When you create a
business plan, you are clearly defining your goals and objectives and a path to reach those. A good business plan should also identify hurdles and how to overcome them; the market, and how you will fit into it; the competition and how you compete. Once, and if, you get started on the business, the business plan helps to ensure that you stay focused in the right direction.
Since this guy is asking about PPC and says an article website, we can guess the thinking is about a blog, web zine, or a copycat article site. For this, there is a long road ahead, finding the content niche to follow, figuring out how to get traffic, finding out how to keep visitors coming back, ensuring a constant flow of fresh content, etc... In the case of the copycat article site, the difficulty increases by an order of magnitude.
After doing all of the research for his plan, he may find that the odds of it paying off are too long to make it worth the investment of time and money to create the site. Or, maybe the result of the research help to refine the target audience, and he can jump in with good earnings. With no plan, he's just jumping in blind.
