Google updates when they feel like it. There is no set time. They also only show what they consider "relevant" backlinks. They do not show them all (or the majority) like Yahoo and MSN.

This is very true. Google will filter out duplicate or what it considers duplicate links. So if you have posted alot to a forum then they filter out all the links, but the most relevant one. Also I have noticed that some links that are added to say directories do not show as a true backlink anymore. This could be attributed to something they have changed. So if you use a backlink popularity checker you might find that Yahoo! and MSN list you with hundreds of backlinks, but Google might only show you with say a hundred.
As to when they update as Kline said that is unknown. It seems to happen more often close to the time they do a PR update though which generally happens about 4 times a year. So just be patient and keep working on quality content and your advertising to bring in visitors. I would not put any thought into PR as it will happen when it happens and does not truely make your site profitable in the long run.

for all type of search engine google is the one that not update site backlink regularly, therefore if you check your backlink from all search engine you will see the comparison between search engine. They regularly update around 3-4 times per year.
To me it seems the link count is updated at the same time PR is, I just noticed a few more links to each of my sites, and I just got PR on the new ones. I'm fairly sure this was the case last update as well.
