I came across a site offering free link exchange called Receive Links. The members of the network must bring to the network at least one quality website and make available a few links slots for which they receive points which can be used to place ads on other sites.

Does anyone has experience with RL? Are there quality websites. I would like to try it.

These things are pointless. You are going to end up linking to rubbish sites and getting backlinks from rubbish sites. Both of which will do you no good.

I think there is an option to limit your links only to sites with certain TBPR (e.g. min PR2). You can also ban sites from placing links on your sites. There is also a possiblity to limit your links to category and language.

In general these kinds of things offer very little, if anything.
Backlinks should be about quality, And quality sites tend not to use link exchange programs

I agree with Matt. And basing links on toolbar PR is not an effective way of ensuring quality. Generally these kind of linking schemes are easily discovered and the links discounted.

It's possible you can succeed in the short term, but you might severely hurt your site long term.

The homepage doesn't give any stats, figures, or examples of sites that
might be linking to me. I don't think I'd sign up, even though it is free.

As the above posters have said, linking is about quality, not quantity.
Unfortunately, real quality links can generally only be acheived through
paid programs.
