I'll gladly give positive TP to anyone who can tell me what language this is and where the Search Engine Friendly Layouts is. It looks like a web design-type site, but I can't understand a word of it.

(In case anyone's wondering how I found it, they've sent me a bunch of visitors over the past few days.)

This is going to sound naive, but it could be a coincidence. Doesn't really sound that way given the keywords, but it can't be that negative if people are clicking the link. I get a little bit of regular traffic from four cities in Turkey. I even had two visitors from Ulaanbaatar, Mongolia. ( Even a country with only 500 miles of paved roads has css-compliant web browsers? )
